Most free PDF mergers ask you to upload your files first. That is fine for a menu, but not for a contract or a scan of your passport. Here is how to combine PDFs so nothing leaves your device.
Why uploading is the problem
When a website merges your PDFs, it first receives them. Your files sit on its server for as long as the site decides, and you only have its word that they are deleted. Even a well-meaning site can be breached or misconfigured.
The safest file is the one that never travels. A tool that runs in your browser does the work on your own device, so there is no copy to leak.
How to merge PDFs in your browser

Open Merge PDF
Go to the PataPage Merge PDF tool. There is nothing to install and no account to create.

Add your files
Drop two or more PDFs on the page, or press Choose files. Each one gets a preview of its first page.

Put them in order
Drag the previews into the order you want. On a keyboard, focus the grip on a file and use the arrow keys.

Press Merge PDF. The combined file is built on your device in seconds.

Save the result. If you need to reorder pages afterwards, send it straight to Organize PDF.
How to check that nothing is uploaded
Do not just take our word for it. Open the Merge PDF page, switch your device to airplane mode and merge two files. It still works, which could not happen if a server were involved.
If you like more detail, open your browser's developer tools (F12), choose the Network tab and merge again. You will see no request that carries your documents.
Tips for a clean result
- Name your files so they sort the way you want, such as 01-cover.pdf and 02-contract.pdf.
- Mixed page sizes are kept as they are. Use Organize PDF if you need to rotate odd pages.
- Bookmarks are not carried into the merged file, and interactive form fields may stop working.
- Password-protected files must be unlocked first.
- After merging, add page numbers so the whole document is numbered in one run.
Merging on a phone
It works in Safari, Chrome and other mobile browsers. Tap Choose files, pick the PDFs from Files or your cloud drive, then press and hold the grip on a preview to move it.
